DAY 2 REPORT ON FULL SCALE FLOOD SIMULATION EXERCISE (SIMEX)

The Activities for Day 2 of the Full-Scale Flood Simulation Exercise (SIMEX) commenced with a recap of Day 1 technical sessions, followed by a practical demonstration on the recovery position, and transitioned into field-based simulation and technical engagements.
SUMMARY OF ACTIVITIES.

Technical Session Paper Presentations.

Paper 1: 2025 Climate-Related Disaster Preparedness & Mitigation Strategy
Presenter: Mr. Hussaini Isah, Head, NEMA Minna Operations Office. Emphasized the need for a data-driven, multi-sectoral, and community-inclusive approach to disaster preparedness. Highlighted risk assessment, institutional collaboration, and local capacity strengthening as key pillars.

Paper 2: Overview of the National Contingency Plan (NCP).
Presenter: Mr. Aliyu Shehu Kafindangi, Head, NEMA Sokoto Operations Office. Described the NCP as Nigeria’s principal coordination framework for multi-hazard emergency response. He outlined its features including hazard identification, roles/responsibilities, activation protocols, resource mobilization, and sectoral planning. Reiterated the importance of regular reviews and stakeholder engagement.

Paper 3: Flash Flood Risk Mapping
Presenter: Mr. Kamorudeen Adesina, Deputy Director, Hydromet Division, NiMet. Presented risk zoning based on rainfall intensity, drainage patterns, and land use. The presentation categorized states into:
High Risk: Adamawa, Taraba, Bauchi, Delta, Ogun. Moderate Risk: Sokoto, Kebbi, Niger, Kwara, Kaduna. Low Risk: Imo, Enugu, Ekiti, Ondo. Advocate the integration of flood mapping in urban planning and EWS.

Paper 4: Conducting Simulation Exercises and After Action Review
Presenters: Mr. Labaran Ahman & Mr. Aliyu Yohana discussed SIMEX as a critical tool for testing preparedness systems. Four key phases of SIMEX were outlined: Planning, Preparation, Execution, and AAR. The presenters emphasized how AAR identifies gaps and enhances response effectiveness.

Panel of Discussants / Q&A Session
The Panel was coordinated by the representative of DG NEMA, Air Commodore A.K. Oyong, and other professionals in disaster management.
Afterwards, participants actively engaged presenters through relevant technical and policy-oriented questions.

At the end of the technical session, the DSAR led the Agency’s staff to the site of the planned SIMEX in Dukku to ensure that the site plan and setup was on course.
Conclusion:

Day 2 successfully combined practical demonstrations with high-level technical knowledge-sharing. The SIMEX continues to reinforce NEMA’s commitment to enhancing Nigeria’s disaster response architecture through simulation, knowledge exchange, and multi-agency collaboration.
