The Director General
Mrs. Zubaida Abubakar Umar, a seasoned professional, strategic thinker, negotiator, and administrator with over 20 years of extensive experience, currently serves as the Director-General of the National Emergency Management Agency. With fifteen years of her career dedicated to highly sensitive and strategic positions, including roles at the highest levels of administration, Mrs. Umar brings a wealth of expertise to her leadership role.
Before assuming her current position, Mrs. Umar held key leadership roles where she made significant contributions. She served on the Policy Advisory Council Infrastructure Subcommittee (PAC-InfraSC) of the Asiwaju Renewed Hope Agenda as the head of housing, demonstrating her strategic vision and policy expertise.
Additionally, as the Executive Director of Finance and Corporate Services at the Federal Mortgage Bank of Nigeria (FMBN), Mrs. Umar spearheaded transformative initiatives. She coordinated and deployed the bank’s Core Banking Application to support its digital revolution and revamped the outdated Human Resource Policy while digitizing the staff database. Furthermore, she ensured the completion and submission of the bank’s Audited Financial Statements to the Central Bank of Nigeria
(CBN) for approval.
Mrs. Umar’s leadership also extended to the upgrade and renovation of several of the bank’s branch offices, employing strategic cost-reflective models to promote the bank’s public image. Prior to her role at FMBN, Mrs. Umar held a pivotal position at the Debt Management Office (DMO), where she played a key role in monitoring and advising on domestic debts for both federal and state governments.
Her educational background includes attending Essence International Secondary School, Kaduna, and earning her bachelor’s degree in business administration fromthe prestigious Ahmadu Bello University, Zaria. She furthered her education by obtaining a Master’s degree in International Trade from the Robert Gordon University Business School, Scotland.
Mrs. Umar is a distinguished member of several professional bodies, including the Chartered Institute of Bankers of Nigeria (CIBN), the Association of National Accountants of Nigeria (ANAN), and the Institute of Credit Administration (ICA). She also holds certificates from the Association of Certified Chartered Accountants (ACCA) in Public Financial Management and sustainability in Finance. She has attended various courses and trainings in Ivy League institutions both local and across the World including Wharton Business School, University of Pennsylvania.
In her current role as the Director-General of the National Emergency Management Agency, Mrs. Zubaida Abubakar Umar leverages her extensive experience and expertise to lead the organization in its critical mandate of disaster management and emergency response nationwide.
Mrs Zubaida Abubakar Umar is happily married and blessed with children.
