NEMA, IFPRI, CDP Convene Stakeholder Workshop on Disaster Risk Financing Simulation

The National Emergency Management Agency (NEMA), in collaboration with the International Food Policy Research Institute (IFPRI) and the Centre for Disaster Protection (CDP), organized a one-day Disaster Risk Financing (DRF) Simulation Stakeholder Workshop as part of ongoing efforts to strengthen Nigeria’s disaster risk financing framework.

The workshop was designed to support Nigeria’s efforts to enhance disaster risk financing by aligning the attributes of pre-arranged DRF instruments with national and sub-national priorities.
As part of this initiative, IFPRI developed a simulation tool to assist policymakers in assessing and prioritizing disaster risk financing instrument attributes under real-world policy and fiscal trade-offs, thereby enabling more informed and strategic decision-making.

Outcomes from the workshop were shared with participants at the end of the session to deepen understanding and promote practical application of the simulation findings.

The results are also expected to inform advocacy messages for the international disaster risk financing community, contributing to the design of more responsive, efficient, and country-aligned financing instruments.

The Director-General of NEMA, Mrs. Zubaida Umar, was represented at the workshop by the Director, Disaster Risk Reduction, Dr. Ishaya Isa Chonoko, who commended IFPRI for introducing the innovative disaster risk financing simulation model.

He noted that the initiative represents a significant step toward strengthening Nigeria’s disaster preparedness architecture and expressed optimism that the simulation tool would enhance disaster risk financing penetration, policy engagement, and evidence-based planning across national and sub-national levels.

The workshop brought together key stakeholders from government institutions, development partners, and technical agencies to foster collaboration and strengthen Nigeria’s capacity to mobilize timely and effective financial resources for disaster preparedness, response, and recovery.
