DAY 2 REPORT ON RIVERS STATE FULL SCALE FLOOD SIMULATION EXERCISE (SIMEX)

The Activities for Day 2 of the Full-Scale Flood Simulation Exercise (SIMEX) commenced with a recap of Day 1 technical sessions, followed by a brief presentation by Fire Service on Safety concerns as it relates to Flood disaster.

SUMMARY OF ACTIVITIES.
Technical Session Paper Presentations.

Paper 1: An overview of the National Contingency Plan presented by Chief Search and Rescue Officer, Ekemini Robert. He Emphasized the need to have a plan that can be activated in the eventuality of a flood disaster. He outlined the features of a National Contingency Plan as Hazard identification, roles and responsibilities of stakeholders, activation protocols, resource mobilization and sectoral planning.

Paper 2: Displacement and Sheltering of IDPs and Refugees. Presented by Mr. Labaran Ahman, Assistant Director Operations.
He explained that Displacement occurs mostly when Disaster strikes and that no country is immune to disaster displacement because disaster displacement can affect anyone, anywhere. He outlined the causes of displacement as conflict and violence, Natural disasters, Development projects, Political persecution and Human rights violations. He went further to outline Sheltering solutions as Emergency shelters(tents, plastic sheeting), Transitional shelters {Semi-permanent structures), Permanent Housing Solutions and Community participation in shelter designs

Panel of Discussants / Q&A Session
The Panel was coordinated by the representative of DG NEMA, Air Commodore A.K. Oyong, the Administrator, Ahoada West LGA and other professionals in disaster management. As the discussion was going on the DSAR requested that a practical demonstration on how to place a flood victim on recovery position be carried out. The Assistant Director Operations Mr. Labaran Ahman practically demonstrated for all responders to see and learn.

Afterwards, participants actively engaged presenters through relevant technical and policy-oriented questions and answer session.
At the end of the technical session, the DSAR led the Agency’s staff and other critical stakeholders to the site of the planned SIMEX at Mbiama Bridge to ensure that the site plan and setup was on course.
Conclusion:

Day 2 successfully combined practical demonstrations with high-level technical knowledge-sharing. The SIMEX continues to reinforce NEMA’s commitment to enhancing Nigeria’s disaster response architecture through simulation, knowledge exchange, and multi-agency collaboration.
